What can I do to retrieve my personal belongings from Coastline Recovery Services?

My Car was taken by Coastline Recovery Services, car was then taken to another facility called Redemption in Fontana. Company did not tell me all my personal things, paperwork that belongs in the car was going to be removed and stored in the Gardena facility. Where now have charge of over $200 which they said needs to be paid before I get my things back. Coastline was unprofessional and neglected to inform me of this happening and now I am fighting to retrieve what is mine. Also , the removal of all my gas out of car was drained and left my car on empty when I had over a 1/2 of tank of fuel. Now that is very Shady. Please anyone know what I can do.
