My family has also fallen victim to these immoral people who continue to operate and take advantage of people when they are vulnerable. I also intend to sue them in small claims court. According to the paperwork I can sue the company name and serve the person who appears to be in charge. Please let me know if your experience differs.I have filed a complaint with BBB who lists Dora Blocker as the owner. Dora Blocker nor Premier Properties Inc. have DRE licensing according to the Dept of Real Estate website and should have a Prepaid Rental Listing Service license for this type of business. I would like to see DRE serve them a desist and refrain order also even though it may be hard to enforce and requires some paperwork to do. I contacted the Orange police who knew about them before I even gave them the name. They are waiting for these people to make a mistake and informed me they may be immoral but technically are providing a "service" and not breaking the law.
Finally through their new hire "Kathy" I was informed that their business license is issued in the name Jose Salgado and that one of the principles is Ray Ruiz, both of which are very common names that I have not been able to pinpoint further.
